One thing you do notice with a lot of these films is that they tend to give lots of respect to the police yet underutilize them. This is a shame because they need all the help they can get if they're to actually stop these guys, and they can often do more than anyone else. It's a bit frustrating to see how often the entire local force and even the FBI are utterly useless; the nursing staff, even the sheriff's deputies, do a far better job. This is the result of a storytelling decision. It's less work to say that one episode of a cops and robbers pastiche is a bunch of guys in the woods chasing a guy through the woods, than it is to say that a couple cops and a few relatively competent standard-issue bad guys are chasing a very fast car. The former makes for great cinema, but the latter works better in the episode. The main similarity between the two is that the cops aren't better at taking down criminals even from the beginning, while the criminal is from the get-go unstoppable. The other factor is that these films, as I've said, are usually about the unstoppable force. This gives you a lot of momentum, and despite the best efforts of the stodgy cops, you just keep getting dragged along and dragged along and dragged along. This is particularly irritating to see considering that these movies always have a lot of lines about the police and the idiotic ways they carry out their duty. And yet, it's really never followed through. In the case of Halloween, the main villain is killed at the end, but Jamie barely knows he's dead and the police are incompetent to the point of absurdity. In every episode, the shooter gets away.
Sadly, this is the typical outcome when these vehicles appear in a film: They're horrendously over-engineered, the handling is grossly out-of-touch, the noise is inconvenient, the controls are difficult, the braking is hilariously bad and the passengers are largely useless.
